Summary 0005505: [BUG] comment out short-cut etc didn't function properly
Description Although the world menu -> help... -> command-key help, says that we can use ctrl + " short-cut as commenting out the selection, the key combination seems not work properly.

It seems that the reasons of this malfunction is the expression

'""''(' do: [ :char | cmdMap at: (char asciiValue + 1) put: #enclose:].

in ParagraphEditor class >> #initializeShiftCmdKeyShortcuts has been commented out.

I'm sorry. This change makes trouble with Mac environment.
The better line to change is below rather than the commented out expression.

'9[,''' do: [ :char | cmdMap at: (char asciiValue + 1) put: #shiftEnclose: ].

The change to need is adding #($" ${ $<) to the receiver string. such like,

'9[,"{<''' do: [ :char | cmdMap at: (char asciiValue + 1) put: #shiftEnclose: ].

then accept it. Do it "ParagraphEditor initialize" is also necessary.
