0007064: The SystemWindow menu item "make next-to-topmost" is useless

Description

In the window menu item for any SystemWindow, there is an entry "make next-to-topmost"

Looking at the code for "make next-to-topmost", it switches the active window to the next window, kinda like alt-tab. Pretty useless for a menu item. It is not a setting, just a one-time action. It should be removed, it seems.

A user mistook this for a setting to keep a certain window on top. Not a bad feature to implement:
