0001849: 3.9 sub-window resize handles can cause strange results when dragged outside window
In a 3.9a image, open a multi-pane window - the FileLsit will do. Now use the resize handle below the file listing view to drag it down and increase the size. Keep going... keep going... down beyond the bottom of the original window.

Now I quite like the way it will increase the size of the window but it probably ought not end up with the bottom pane actually outside the window frame.
related to 0001796closed  In 6690. It would be nice to have a way to resize just the bottom pane w/o resizing the top.

Hmm, now I look again, it doesn't actually increase the size of the window frame - when you drag the window it becomes even more noticable - so strike that comment.

Tacky, tacky. Shouldn't be hard to fix though
