Summary: 0005528: Failing tests in 3.9 final version
Description: FailingTests is a category of tests that all fail. The test classes are subclasses of existing test classes. They were originall in the existing test classes but got moved because they all failed.

Don't load this package unless you want to try to fix the bugs! All these tests fail.
Steps To Reproduce:
Additional Information: I just posted another issue. It removes all these tests from the 3.9 image and fixes some others, leaving the TestRunner green. Load FailingTests after you have loaded the other.
