0000676: snapTo method invoked from down arrow of TWindow halo doesn't account for aspect ratio of TWindow
When "looking closely" at a window by clicking on the blue "down arrow" in the window's halo at the top, the sides of the window can be chopped off, as in the "paint a fish" tutorial window, because apparently only the height of the window is considered when "snapping to" the window.

This is correct, but sometimes it doesn't even do that right. I have seen where it gets way to close to a window for some reason, seeming to ignore both vertical and horizontal.

Here is a fix. Seems to work for me. I've tried "regular" windows, the fish painting tutorial, and the ODE demo instructions window, both of which used to give wrong results.

The second version of the changeSet includes the TWindowFrame in the view where the first one doesn't. Take your pick.

This has been properly fixed.
